The best characterization of the issue given so far is IMHO a post by an Microsoft engineer signing 'Travis (MSFT)' in that thread (look for June 6th):
First, a brief synopsis of the technical details: The Broadcom 440x is a XP/Vista era driver and hasn't been updated in many years. As you know it has worked faithfully all those years. The creators update introduced some new features that take advantage of some Network Card hardware optimizations that are available on newer models. These features have been available on Server versions of windows for some time. But starting with the creators update the optimizations are now available on client versions. Unfortunately the Broadcom 440x has a bug where it returns incorrect responses when Windows asks it about support for the hardware optimizations. This exposes an additional bug in tcpip.sys which causes the symptoms that have been reported.
Given the nature of support for the old driver we cannot fix the Broadcom 440x. But we can fix the bug tcpip.sys. Doing so should cause the symptoms (hang during update, no network connectivity, 100% CPU usage in kernel) to be fixed. [..]

At this point, there are several possible paths:

- With the latest update to Windows 10, this broke my machine as well. I have a Vostro 1700 with a Broadcom 440x 10/100 Integrated Controller. The update also broke my wifi connection, and it took me awhile to figure out I had to disable the broadcom, disable the wifi (Intel Wireless WiFi link 4965AGN), then remove the wifi adaptor, then reboot (sigh.).

- As did Derek, drop the network card which driver has the underlying bug (which will not be fixed); you need to disable the device in the BIOS to prevent the buggy 440x driver to load;
- Step in for most recent Insiders' build, which looks a bit like being (one of) the guinea pig;
- Revert to Anniversary Update (RS1, 14393) if not already done, and wait quietly until Creator Fall Update (RS3, due next autumn) which will very probably include the fix in the TCP/IP stack.
It is also possible that Microsoft pushes the fixed TCP/IP stack into the monthly releases of updates to Creators' Update (RS2, 15063) earlier than the formal release of the next version. If it so happens, I am sure Travis will make it known at the above quoted thread, probably with detailed instructions to be able to perform the update without problem; given the agenda through (5 months until December 21st), I am not sure it will happen.

Suffice to say that performing an upgrade to Creators Update automatically embed that update and hence you end with a fixed, working Windows.
